Official summary and text body of the signed treaty that established the galactic sovereignty of the Liberated Borg Cooperation (LBC) and its alliance with the Federation
Arguably one of the most politically-significant documents in Cooperation history, the Ohniakan Accords of 2379 acknowledged the Liberated Borg Cooperation and its Reclamation Project as legally-recognized entities within the galaxy. Spurred after the repercussions from "Operation House Call," political channels were opened and organized with an anarcho-collectivist form of government– the development of the Accords' policies beginning after stabilization came to the decade-secluded xBs of Ohniaka III. Since both Starfleet and the Federation's civilian government recognized that former Borg were only going to grow as a galactic minority, the Accords were established with the goal of "[...] recognizing Ohniaka III as the homeworld of the xB people, and [recognizing] the right of the xBs to build up their livelihood as an independent people within the Galactic Community." The Accords were signed on Stardate 56270.64 (Earth date 03 August 2379): the first anniversary of a three-day period Ohniakan xBs had begun to call "Reconstitution," and brought with them to San Francisco all 30 remains of the slain Starfleet Officers recovered from Ohniaka III's Cubesfall Massacre 11 years prior.
The following agreements were prepared for this archive by Tranquility Press' John Concagh (as well as the equally-significant Atlas Agreements of 2392), in accordance with the United Federation of Planets' historical documentation preservation for galactic policy.

OHNIAKAN ACCORDS OF STARDATE 56587.7 (03 AUGUST 2379 [TSC] | 15TH DAY OF LUNATION 7 O3R 11 [O3SC] )
1. PREAMBLE
In light of contact with the Borg Collective since 42761.3, and further contact with the Liberated Borg Community as of 46982.1, the United Federation of Planets has been aware of the growing numbers of persons who have been liberated from the Borg Collective within its borders, the exploration Treaty Zone, and within the borders of associate worlds and allies. The development of the Liberated Borg Cooperation as a socio-political body to support the existence, survival, and growth of the Former Borg (xB) people, as well as the growing numbers of xB within the United Federation of Planets, further underlines the importance of supporting a political home for this community.
Therefore, the Government of the United Federation of Planets, after considering the aims and intentions of the Liberated Borg Cooperation, accepts the principle and reality of recognizing Ohniaka III as the homeworld of the xB people, and recognizes the right of the xBs to build up their livelihood as an independent people within the Galactic Community.
The Government of the United Federation of Planets regards it as essential for the continued survival, growth, and success of the xB people that the autonomy of the Liberated Borg Cooperation be maintained and supported. The conditions and nature of that autonomy and the organization of a governing body on Ohniaka III should, in the view of the United Federation of Planets, be determined by the xB community and the xB community alone.
2. policies as to be upheld AND ENACTED by the federation star fleet
A. The United Federation of Planets Hereby recognizes the Liberated Borg Cooperation as a sovereign Interstellar Nation.
i. The Liberated Borg Cooperation is recognized as a warp-capable independent power, as defined by the First Khitomer Accords.
ii. Star System Ohniaka III (Alpha Quadrant Sector 219-B) will be designated as the sovereign territory of the Liberated Borg Cooperation, with interstellar spatial borders designated at 1.5 light-years from the Ohniaka Star.
iii. The Reclamation Project is recognized as a sentientarian and self-defense arm of the Liberated Borg Cooperation.
iv. The Liberated Borg Cooperation offers full citizenship to all xBs who are currently citizens of the United Federation of Planets.
B. The United Federation of Planets recognizes the Liberated Borg Collectives as a friendly power, whos ideals and ambitions match those of the UFP. As such, both powers will continue to act to further each others’ goals and further peace, self-determination and autonomy throughout the Alpha and Beta Quadrants.
C. The Liberated Borg Cooperation Agrees to sign the following Interstellar Treaties:
i. The First Khitomer Accords ii. The Stellar Travel Accepted Rights Treaty iii. The Unified Treaty on Interstellar Law
D. Exchange of Diplomatic Missions
i. The United Federation of Planets will, at the earliest opportunity, dispatch a diplomatic mission to the Liberated Borg Cooperation. This mission will endeavor to foster close relationships between the UFP and the LBC, as well as facility those xBs within the Federation who wish to move to Ohniaka III.
ii. The United Federation of Planets agrees to the establishment of a Liberated Borg Cooperation diplomatic mission on Earth. The details of such a mission are to be decided at a later date.
E. Federation Diplomatic Sponsorship
i. The United Federation of Planets will encourage its allies, associate worlds and others to recognize the territorial and political sovereignty of the Liberated Borg Cooperation.
ii. The United Federation of Planets will sponsor the entry of the Liberated Borg Cooperation into the Interspecies Medical Exchange.
